This study explores the impacts of international training programs for university leaders in the context of the current Chinese National Overseas University Leadership Project. Data from qualitative interviews with 18 trained university leaders reveals the international university leadership programs did have changed the perceptions of universities leaders on university governance and management, the landscape of higher education systems, and the needs for reforms for their own institutions. Findings also indicate through the international training programs, university leaders can be enable to be institutional entrepreneaurs and act to implement reforms in their institutions, thus bringing in the institutional changes in their home universities. Based on the findings, we contend that it is possible to utilize the international university training programs to support both professional development of university leaders as well as the institutional reforms and development for Chinese universities.
